The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.

SHELTER TEAM LEADER
In the coming months, the main focus for NRC would be conflict affected populations including IDPs,
returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter/NFI sectors. NRC is therefore seeking  Shelter TL in Maiduguri, Nigeria. The Shelter TL reports to the Shelter Program Development Manager.

TASKS AND RESPONSIBILITIES
Coordinate the Shelter activities according to strategy, proposals, budgets and plans
The Team Leader holds overall responsibility for management of the Technical and Social activities of the Shelter project including: project planning and implementation, assessment, monitoring and evaluation.
Ensure that all program data are accurately collected and reported; the shelter assistance is in fact provided to selected and approved beneficiaries; the quality and quantity of construction materials distributed; the  shelter completion and occupancy.
To assess the shelter construction training needs of the community and assists in the development of appropriate training materials and plans
Ensure that all programming, administrative and logistical tasks are promptly and correctly completed in accordance with NRC policies, procedures and guidelines.
Represent NRC in meetings and promote exchange of information with relevant external actors.
Ensure adherence to NRC policies and donor requirements
Remain current on all issues related Shelter Programming and ensure that staff maintain and update their knowledge.
Coordinate strategy and approach with other NRC offices and personnel.
Conduct staff meetings and produce regular reports.
Maintain updated and precise records on the geographical location of NRC beneficiaries
Supervise and support the daily work of all shelter program staff
Monitor and account for the statistical outputs of the team;
Provide weekly, monthly and quarterly reports on upcoming activities, progresses and achievements made in the designated areas of responsibility;
Ensure correct implementation of NRC Security Policy;
Maintain a close line of communication and cooperation with all relevant NRC counterparts in the country;
Provide in-advance input on the overall program strategy and decisions in the designated area of responsibility
When requested by the supervisor, participate in strategy and coordination meetings with national and international stakeholders.
Performs any other duties as requested by the shelter Program Development Manager

QUALIFICATIONS
Bachelor degree in civil engineering or related fields in development
Minimum 5 years’ experience from working with shelter/NFI, houses construction/repair projects in a humanitarian/recovery context. Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
Must have knowledge of emergency, transitional and permanent shelter construction requirements and protocols
Familiarity with international minimum standards of shelter service delivery (i.e., SPHERE) is an advantage
Excellent communication skills – written and spoken – in English required.
Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
Computer literacy in word processing and spreadsheets is required,
Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirable
Must be able to work under pressure

SHELTER ASSISTANT - SOCIAL (3 POSITIONS)

In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter sectors. NRC is therefore seeking a Shelter Assistant- Social in Maiduguri, Nigeria. The Shelter Assistant- Social reports to the Shelter TL.

TASKS AND RESPONSIBILITIES
Implement and maintain NRC’s shelter procedures and guidelines
Ensure adherence to NRC’s policies and procedures
Ensure a that the beneficiaries and community are involved in the project implementation
Implement and maintain a filing system for all project documents according to procedures
To assist in the identification of community Shelter and NFIs needs
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
Participate in the selection of beneficiaries and training for beneficiaries
Performs any other duties as requested by the supervisor M
Conduct regular meetings with community members to discuss program objectives, and mobilize the community participation and act as a mentor throughout the planning and implementation processes.
Guide the formation of beneficiaries selection committee and village committee
Train community project implementation committee members on the community based construction of the shelter project.
Routinely monitor the projects activities and feedback findings to the community members and other stakeholders
Ensure that the communities are continuously involved and kept up-to-date with priority project developments
Responsible for generating weekly action plan
Monitor the progress of the construction of shelter
Assist in facilitating workshops, seminars, and trainings for the community.
Monitoring and Reporting
Timely reporting, on a weekly and monthly basis, (identifying gaps, risks and bottlenecks that can obstruct proper implementation of activities)
Ensure documentation of project progress is ongoing
Prepare documentation for final handover and closure of project.
Mainstreaming
Promote the community-based approaches in the implementation of construction/rehabilitation projects and ensure mobilization of the communities for the building materials, construction activities and maintenance of structures.
Mainstream safer building messages into the shelter program
Mainstream, Environments and other relevant crosscutting issues
Ensure that all projects are as per Sphere standards and incorporate other humanitarian standards officer

QUALIFICATIONS
Experience with INGO or UN agencies for at least 3 years
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Good knowledge of written and verbal English
Knowledge of local language
