BACKGROUND AND RATIONALE
The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified Child Protection in Emergencies Spe...t in the area of SGBV, with a focus on reintegration of girls and women who have been affected by conflict related sexual violence.

In the course of 2014 and early 2015, Jama'atu Ahlis Sunna Lidda'awati wal-Jihad (JAS), more commonly as Boko Haram intensified its attacks on the civilian population in Nigeria, with tactics developing from hit-and-run attacks targeting Government officials, security forces, police stations, detention centers, religious figures and schools, to take-and-hold attacks in which JAS managed to establish and maintain control over large swaths of territory. While in late 2015 and 2016 the Nigerian Armed Forces took back most JAS controlled areas, the fighting caused additional mass displacement, especially in Borno State.

Children have been acutely impacted by the conflict. In particular, sexual violence has been a characteristic of the conflict. It is estimated that 7,000 women and girls have suffered conflict related sexual violence, including following abduction by JAS and forced marriage to their fighters. Many girls and women have become pregnant and given birth as a result of the sexual violence. The girls and women, and their children are facing stigma and, in some cases violence, as they return to their communities following escape or rescue by the Nigerian Armed Forces.

UNICEF is supporting state and non state partners to develop and implement a reintegration programme, to ensure safe supported return for these highly vulnerable girls and women, as well as promote a protective environment in their communities to mitigate against further sexual violence.

OVERALL OBJECTIVE OF THE TEMPORARY POSITION
The overall objective of the post is to promote the handover of girls and women associated with armed groups to civilian authorities and to ensure their safe, supported return and reintegration and recovery from their experiences.
Specific Project Objectives to Which the Position is Related:

Output 36: By 2017, the capacity of key institutions and civil society is strengthened to monitor and report violence against children especially in humanitarian context and implement gender and age-appropriate prevention and response measures in at least three states.

MAJOR TASKS TO BE ACCOMPLISHED
Provide technical guidance for the development and implementation of the strategy and programme on the reintegration of girls and women who have been associated with armed groups and victims of conflict related sexual violence
Facilitate the training of and ongoing support for state and non state actors, including community volunteers and religious and community leaders, on support for the girls and women and protection from SGBV
Establish the reintegration programme for girls and women in a minimum of six local government areas, as well as Maiduguri, in Borno State
Support the development of community based reintegration activities for affected girls and women
Engage with religious and community leaders to promote reintegration of girls and women impacted by conflict related sexual violence
Support the tracing and reunification of families for girls and women
Develop and implement programmes which enhance the protective environment for girls and women, in order to protect them from SGBV
Establish/strengthen robust reporting and referral mechanisms for girls and women at risk of or suffering sexual violence
Strengthen the referral mechanism for the girls and women, and their children, to available services and programmes, including health, mental health, education and livelihoods programming
Ensure the availability of alternative care for children born out of conflict related sexual violence who cannot remain with their mothers
Explore the impact of conflict related sexual violence on boys and devise and implement strategies and programmes to support their recovery and reintegration
Manage and quality assure the work of the team of consultants and third party local consultants responsible for overseeing and monitoring the SGBV programme
Manage and develop new programme cooperation agreements with international and national NGOs for the reintegration of girls and women affected by conflict related sexual violence
Ensure robust data collection to capture the number of beneficiaries reached by the programme and the impact of the programme, including management of the evaluation of the programme
Ensure effective linkages with other components of the child protection in emergencies programme
Represent UNICEF on the SGBV sub working groups at State and Federal level
Manage the SGBV programme, including ensuring timely implementation of activities, timely reporting to the donors, compliance with visibility requirements and compliance with internal UNICEF procedures and processes

PURPOSE OF THE POSITION
Under the direct supervision of the Zonal C4D/Polio Spe...t, the Borno State Data Spe...t is responsible for leading and coordinating the formulation, planning, design, and implementation of the monitoring, evaluation and research plan of the polio communication programme and providing leadership within the State Polio Emergency Operations Centre situation analysis group.
The Data Spe...t will work closely with the State Emergency Operations Centre communication group and Situation Analysis working groups, UNICEF polio communication section and immunization teams to strengthen areas related to immunization and social data utilization and application with the aim to strengthen routine immunization and eradicate polio in Nigeria.
The Borno State Data Spe...t will work under the overall supervision of the Zonal C4D/Polio Spe...t (Maiduguri) and under the functional guidance of Polio Data Communication Spe...t (Abuja), accountable for supporting social data analysis and in particular to strengthen areas related to immunization & social data utilization and application with the aim to strengthen routine immunization and eradicate polio in Nigeria within the country programme and linked to the Emergency Operation Centre working group priorities.
The incumbent will support the management of the VCM network datasets and undertake weekly analysis of the data to inform planning and key reporting documents.
The Data Spe...t will be expected to travel within the State (to assigned states, if required), to conduct regular data quality audits, to support and review functional status of phones (reporting devices) and to provide on-sight support in keeping the VCM registers and reporting tools

MAJOR RESPONSIBILITIES
Interact with the state Emergency Operation Centre and state communication working group, WHO Data Officers, STOP Teams, SIA Teams, and UNICEF's Social Mobilization consultants/personnel for in-depth collection and analysis of polio and routine immunization data.
Manage smartphone reporting, trouble shooting, download data and conduct periodic data analysis including fortnightly/monthly performance management data, Activity performance monitoring data, polio campaign data, in-between round activity data, routine immunization data, etc.,
Conduct quality checks on the data, perform analysis of implementation progress across different initiatives (by pulling reports and analyzing trends and progress made), support in designing decision-making tools for State Communications Team Lead/EOC (using the database and platform to create data visualizations), and maintaining communication of achievement (or lack thereof) with the Senior Staff.
Conduct regular field based data quality reviews, guide field teams in maintaining data registers and compilation registers
Working closely with State Communications Team Lead, the Data Spe...t to support the state EOC in data collation, analysis and preparation of regular presentations, that could include, efficient collection and analysis of routine polio pre-campaign and campaign performance data; preparation and support in delivery of routine Polio EOC dashboard and other required reports; Preparation and delivery of specific analyses and reports requested by the State EOC and its strategy, operations and communications committees as required.
Link social mobilization and EPI data with the presence of WPV/CVDPV cases.
Provide regular information, data, and specific analyses/reports to the National data team
Identifying data related capacity needs and facilitate training of the state team.
Support implementation and oversight of research activities, for example, Harvard Polling, periodic studies etc., and take advantage of the findings of these studies to refine the social data analysis for the assigned state.

QUALIFICATIONS OF SUCCESSFUL CANDIDATE
Advanced university degree in the Statistics, Biostatistics, Public Health, and Demography emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research. Knowledge of GIS software, e.g. Health Mapper, ARC View.
First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
Minimum five years of progressive work experience in data management, monitoring, and evaluation activities in developing countries, with practical experience in data supervision, performance management skills/experience, skills in handling large datasets.
Fluency in English Knowledge of local working language of the duty station an asset.

Sexual violence has also been a characteristic of the conflict. It is estimated that 7,000 women and girls have suffered conflict related sexual violence, including following abduction by JAS and forced marriage to their fighters. Many girls and women have become pregnant and given birth as a result of the conflict. The girls and women, and their children are facing stigma and in some case violence as they return to their communities following escape or rescue by the Nigerian Armed Forces.

SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES
Serves as contact person to facilitate Lagos Field Office supply planning process.
Support to Lagos Field Office programme and operations colleagues in the issuance of Purchase requisition and Sales orders
Support NCO supply section in market survey by recommending potential vendors
Prepares bidding documents, drafts CRC submissions, raise PO, sets realistic DATs to ensure prompt delivery and keeping adequate records of all transactions in compliant to financial rules
Monitoring of LTAs (e.g prints, custom clearing agents, etc), circulating bid documents and POs issued to Lagos vendors by NCO
Support to country office supply planning process and its execution:

Researches into the market and intranet to ensure adequate price information, realistic DATs are set in the planning stages.
Liaison with all sections in the FO to ensure the supply plan is in place and collated before the end of first quarter.
Ensure all collated supply plan are well documented, stored and monitored for proper execution.
Monitoring of LTAs (e.g prints, custom clearing agents, etc), circulating bid   documents and POs issued to Lagos vendors by NCO:

Monitors all LTA with Lagos vendors to ensure compliance to the terms and conditions of the LTAs
Supports NCO to circulate bids and POs to Lagos vendors and follow up on pending deliveries to ensure to avoid late deliveries

Support to programme and operations colleagues in the Field Office in the issuance of purchase requisitions and sales orders:

Support NCO supply section in market survey by recommending potential vendors:

Researches into the open market and intranet to pre-qualify suitable vendors as need arises and ensuring adequate records of these vendors for NCO consideration.
Maintaining a chronological filing system for vendors
Analyzing vendor performance at the end of every year and recommend non performing vendors to the Supply and Logistic Manager for appropriate action.
Prepares bidding documents, draft CRC submission, raise POs, sets realistic DATs to ensure prompt delivery and keeping adequate records of all transactions:

Prepares bidding documents (e.g RFQ/RFP, ITB) circulation of same to UNICEF registered vendors, conducts bid opening in liaison with supervisor and other sections, bid tabulation, draft CRC submission and raise PO.
Monitoring POs to ensure UNICEF obtains delivery promptly and according to the set DATs
Conducts pre-delivery inspection of high value POs as per supply manual and NCO supply SoP. Documenting the results and filing them appropriately
Prepares monitoring and reporting information for supervisor on status of PO and requisition on weekly basis for effective monitoring of performance indicators.
Undertake any other supply/programme related assignments depending on the office priorities and as assigned by supervisor.:
