LIVELIHOOD ASSISTANT, ERD - 3 POSITIONS

BRIEF BACKGROUND OF THE PROJECT
Currently International Rescue Committee is supporting vulnerable IDPs, families hosting IDPs and Returnees with food vouchers in Yola North, Yola South, Girei, Fufore, Mubi North, Mubi South, Michika and Hong LGAs with possibility of extension to other LGAs in Adamawa State.
The voucher system will build both nutritional and livelihood opportunities for beneficiaries by providing life-saving access to food, expanding dietary diversity and strengthening local markets.
The Overall Objective of this this programme is to help strengthen the resilience of conflict affected populations in Borno and Adamawa states. Specifically, the project will work with IDPs, host communities, and returnees to provide them economic opportunities around farming and other rural livelihoods, improved access to food and nutrition security, WASH and basic services.

SCOPE OF WORK
The Livelihoods Assistant will provide assistance to the team responsible for the technical implementation coordination, monitoring and evaluation of a Small and Medium Enterprise (SME) livelihoods program, called “Rescuing Futures that will support young people” in Adamawa State in Northeastern Nigeria.
Supported by Citi EMEA and the IRC, vulnerable host community members are expected to have access to improved livelihoods opportunities, and use those opportunities to contribute to the development goals of their communities.
This will be done through training and community engagement sessions, learning events, and start-up grants to successful program participants.
There will also be a focus on stakeholder engagement to the wider business and humanitarian communities.
The project will support male and female youth to undertake income generation through self-employment. Working through employment and business development service providers, the IRC will support access to job counseling, legal counseling, job referral, life skills, vocational training, on the job training and microenterprise – all coordinated through IRC’s partnerships approach.
The Livelihood Assistant, ERD will perform overall his/her role for the Program under the supervision of Livelihood Officer.
He/she will be responsible for selection of beneficiaries for IGA activities, capacity building training and developing business plans. She/he will also coordinate local partners, in close coordination with ERD Urban Livelihood Program Manager and Coordinator in Adamawa State.

RESPONSIBILITIES
Within the context of a longer term strategy to livelihood support and vulnerability reduction, Participate to the production of technical support materials and guide program teams on the delivery of mechanisms that will ensure effective implementation of emergency food security & livelihood interventions as well as early recovery.
Responsible for the selection beneficiaries for IGA activities.
Assist IGA officer in preparation of TORs for the beneficiaries/ business holders.
To conduct the distribution to business holders.
Regular monitoring of business and on spot guidance for improvement in the business.
Assist IGA officer that distribution plans are developed timely and carried out distributions according to the plan.
Support regular field visits to monitor progress and quality of activities and provide timely feedback and necessary support to IRC staff and local partners.

SKILLS AND EXPERIENCE
A Bachelor’s degree with a minimum of 1 years relevant work experience in the relevant filed.
Proven practical experience in food security assessments, food and cash based interventions
and delivering field based training IGA .
Past experience in working early recovery projects.
Good written and spoken English.
Coordination experience with different partners and stakeholders.
Most importantly, commitment to IRC values and principles in the relevant field

The situation in Yola - is calm at the moment but remains tense and unpredictable; concerns include criminality.
There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

The security situation in the NE continues to be volatile at level 3 (orange). Security level as it’s one of the three states of emergency (SoE) in the NE of the country. The candidate should be prepared to implement programming in insecure environments.

RESPONSIBILITIES
Planning and Implementation:

Supervise the selection process of beneficiaries for IGA activities.
Lead in preparation of TORs for the beneficiaries/ business holders.
Cross verification of assessed beneficiaries and conduct social & technical feasibility for selected beneficiaries.
Take lead in technical trainings and business plans of the beneficiaries.
Participate in workshop and meetings and provide technical support to Through the directives of the Humanitarian Project manager, provide close supervision and monitoring to the implementation of IGA project related activities in the field
With the support of the Project Manager, contribute to preparation of monitoring tools (PDM) and evaluation design/plan for food security programs, including supporting the analysis of monitoring information to assess process and progress against objectives.
Regular monitoring of business and on spot guidance for improvement in the business.
Ensure distribution plans are developed timely and carried out distributions according to the plan.
Support regular field visits to monitor progress and quality of activities and provide timely feedback and necessary support to IRC staff and local partners.
Staff Management:
Directly supervise the Livelihood Assistants and providing ongoing leadership to the team and oversee implementation and coordination of activity plans to ensure targets are met.
Support work plan development and reporting to ensure accurate monitoring and documentation of activities.
Ensure project staff understands and follows IRC and donor Policies and Procedures.
Coordination:
Internal - closely work with and share information with other sectors in IRC and coordinate with
Logistic to timely receive project materials.
Assist the Program Manager closely with finance department to ensure program vendors payment and training cost.
External - local partners - assist in the development work plan, ensure smooth implementation of quality program and ongoing support for partner capacity building.
Monitoring & Evaluation and Reporting:
Support regular field visits to ensure quality and timeliness of all activities implemented under his/her supervision.
Assist the senior program officer and maintain a good coordination with vendors to ensure timely stocks available and vendors respect to the agreements signed with IRC.
Assist in close with Program manager with M&E, ensure development and sharing of necessary reporting formats and matrixes timely with local partners.
Under the supervision of Urabn Livelihoods Program Manager draft post distribution monitoring tools and train staff and local partner staff on applying them in the field.
Provide inputs for design of M&E system and to staff under supervision and local partners.
Human Resources:
Supervise Livelihoods Assistants.
Support the out capacity building plan.
Develop staff performance objectives and conduct periodic reviews and evaluations.
Grants Management & Reporting:
Support the EUTF grant, and develop and maintain work, spending and procurement plans.
Participate in Grants Opening, Mid-Term and Closing meetings.
Prepare internal reports within agreed deadlines using IRC and donor formats, as required.
Logistic and Finance:
Assist in the timely submission of distribution and transport plans to logistic.
Support with logistic on the status of purchase requests and ensure timely delivery of materials.
Ensure expenditure plan for the project and do necessary revisions for Sector coordinator’s approval.
In close coordination with finance and Program Manager, manage adherence to donor and IRC grant compliances at all time.
Ensure timely submission of payment requests and supporting documents to logistic and finance and timely payments to vendors.

SKILLS AND EXPERIENCE
Extensive knowledge and experience of food security issues, and/or a Degree in Business Management and/or related field, natural resource management, nutrition or similar (which may include cash based or market interventions).
A minimum of 2 years relevant work experience, of which a substantial part should involve recent livelihood and food security work.
Proven practical experience in food security assessments, food and cash based interventions and delivering field based training IGA .
Good written and spoken English.
Coordination experience with different partners and stakeholders.

SENIOR EDUCATION CONSORTIUM COORDINATOR
LOCATION: Maiduguri ( With travelling to other states in the North East)

SCOPE OF WORK/DESCRIPTION
The IRC Nigeria is currently expanding its education portfolio in the northeast of the country in line with its five-year Strategic Action Plan (SAP).
A priority outcome for the country program is that girls and boys enroll in and attend safe, functioning, responsive education services.
The IRC aims to both rebuild, reequip, and staff damaged school infrastructure and enhance the quality of education through curriculum improvements in formal and non-formal institutions, with a particular focus on social and emotional learning.
In partnership with Creative Associates, the IRC intends to implement a twenty month project under the Education in Emergencies (EiE) component of DFID’s North-East Nigeria Transtion to Development Proramme (NENTAD) that aims to deliver an effective response to the basic needs of vulnerable people impacted by the crisis in northeast Nigeria.
The EiE project will reach more than 100,000 children and adolescents in Borno and Yobe states with quality formal and non-formal education services, including literacy, numeracy, and social-emotional skills.
The Senior Consortium Coordinator will be responsible for the overall coordination and management of the DFID EiE project as serve as the consortium focal point.
The Coordinator will ensure quality program implementation, including providing strategic guidance to consortium staff and overseeing budget management, performance management, M&E, partnership management, and relationships with external actors including government authorities, humanitarian working groups, and project partners.
S/he will be responsible for maintaining regular contact with all consortium partners and the donor.
S/he will report to the Deputy Director of Programs and will receive technical guidance from an in-country Education Coordinator and the IRC’s Education Technical Unit.
This position is contingent on funding.

RESPONSIBILITIES
Program Management:
Take the lead in project planning and coordination to ensure timely and quality implementation of all program activities
Provide strategic guidance in unifying approaches between programs and consortium members in different geographical areas
Organize periodic meetings in order to discuss program progress; record and follow up on the execution of agreed action points
Provide technical and managerial direction and guidance in line with the program’s expected outcomes
Develop key project planning deliverables using results based management approaches and tools
Develop specific strategies for cross-cutting themes (capacity building, gender equality, environmental sustainability) for the program
Maintain open and effective communication amongst the consortium and project team members
Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners
Ensure that program activities are conducted in a timely and professional manner in line with the program work-plan and in full coordination with national and local authorities as well as other partners.
Coordinate with local authorities to facilitate the participation of local communities in the
planning and implementation of activities and undertake periodic reviews of program activities to assess effectiveness, efficiency, achievement of results and compliance with procedures.
Represent the consortium and the IRC to DFID and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
Draft portions of program monthly narrative and financial progress and interim & final reports in coordination with the grants unit to share with the donor.
Financial & Office Management:

Establish and oversee a financial management system for the program
In conjunction with the finance team, develop and monitor the project budget and ensure regular reporting to the donor
Human Resources Management:

Manage the consortium team including a finance manager, M&E manager, partnerships manager, and program manager
Supervise, guide and evaluate the work of program staff and consultants
Oversee human resources management issues such as employment policies and practices, in line with local law
Other:

Any other duties as assigned by the supervisor to enable and develop IRC programs.

JOB REQUIREMENTS
University degree in Development Studies, Education, Sociology, or other related field
At least 8 years of relevant professional humanitarian or development experience with an international organization, including extensive exposure to education programming
At least 4 years of experience in a managerial position and demonstrated capacity in office management, including capacity building of staff
Familiarity with DFID or other international donor guidelines strongly preferred
Excellent budget planning and management skills, previous experience effectively managing multi-million dollar grants required
Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans
Strong verbal communication skills and effective in representation and liaison with external actors
Excellent spoken and technical writing ability in English, including report writing
Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace
Previous experience in an insecure or conflict-affected setting strongly preferred
Experience with remote management preferred
Working Environment

The position will be based in Maiduguri, Nigeria with frequent travel throughout Borno and Yobe states.
The situation in northeast Nigeria continues to be volatile and the security phase is orange or red depending on location.
